Visa Extension in Ukraine

For those foreigners holding Ukrainian visa and willing to extend their stay on the territory of Ukraine beyond the validity of the visa, we provide legal services for obtaining OVIR registration.


OVIR is a commonly used name for Department of Citizenship, Immigration and Registration, and serves the visa/immigration related questions, keeps track of foreign nationals, etc. OVIR registration is a “single entry” extension (prolongation) of the existing Ukrainian visa. Such extensions are produced for a max. period of 3-6 months depending on issued visa type. “Single entry” meaning that with your extension you are allowed to stay in Ukraine till an extension expires or till the first exit from the country.

You only need to register your passport in OVIR, if you are planning to stay in Ukraine for a greater period than the validity of your visa and the registration process must be started well in advance before your visa expires. Upon successful passport registration, your visa will be prolonged. Obtaining Tax Identification Number

All taxpayers, including foreign nationals, must register with the State Registry for Individuals. Every individual is assigned a personal tax ID number (or tax identification code), without which it is impossible to notarize any documents or perform any transactions such as opening bank accounts and paying personal income tax. Also, identification number is required by various authorities for the purpose of purchasing property in Ukraine and in many other cases. The main requirement for any foreigner to obtain a tax identification number is their intention to receive Ukrainian source income and deduct taxes thereon to tax authorities. Tax ID Ukraine The tax identification code is required for the following purposes:

  • setting up any legal entities (LLC, JSC etc.) in Ukraine or registering as a private entrepreneur
  • doing any kind of business activities
  • working in Ukraine
Upon issuing the tax identification code the foreign national is given a tax payer card (or taxpayer identification code certificate). In order to obtain this card the foreigner needs to submit an application to any regional state tax authority.
List of documents required for a tax ID number application:
  • A copy of the identification page of the foreigner’s passport with an official translation
  • Filled in application form
  • Passport original
In case of non personal applying additional documents are needed:
  • power of attorney
  • extra copy of the foreigner’s passport with an official translation certified by the notary (this one will be submitted to a tax officer when receiving a tax payer card).

Obtaining Work Permit

The employment of foreign individuals and stateless persons regardless of the position is allowed in Ukraine only on receipt of respective work permits for each foreign individual (unless the person has Ukrainian residency permit), that generally takes up to one month. Work permit is necessary both in case of direct employment of a foreigner, and in case of secondment of a foreigner. Otherwise Ukrainian authorities may deport foreign workers and impose huge penalty on your legal entity (approx. 2.500 USD). Labor of foreigners can be used by Ukrainian companies in case they meet such requirements:

  1. The company is a payer of insurance payments to the State Fund of the Obligatory Social Insurance of Ukraine in Case of Unemployment;
  2. The foreigner has obtained a work permit for employment with a specific company.
The list of documents for work permit consists of:
  • Application form;
  • Reasonable grounds for employment of foreign specialists;
  • A copy of employment contract;
  • Notarized copy of the registration certificate and charter of the subject of economic activity;
  • List of the foreigners with the full names of the foreigners;
  • Document certifying the powers of the employer’s representative;
  • Document certifying education and qualifications of the invited foreigners;
  • Certificate issued by the State Tax Administration concerning payment of all taxes and dues required by legislation;
  • Receipt confirming payment for work permit.
The work permits are granted by the local departments of the State Employment Centre upon the respective application of the employer. Formally, the work permits can be granted, provided that there are no employees available in Ukraine (in the given region) qualified to do the work such foreign individual is supposed to be employed for, and in the presence of sufficient grounds for use of foreign qualified manpower. 

Work permit is issued for a term of up to one year and is subject to prolongation upon employer’s request. For this purpose the employer shall apply to respective local department of the State Employment Centre one month prior to expiration of the original work permit.

Temporary Residence Permit

To help the foreign nationals feeling comfortable in Ukraine, in many cases it is necessary to obtain a residence permit. Temporary residence permit shall be issued by the State Migration Service in the manner prescribed by the Ministry of Internal Affairs for the duration of the work permit delivered by the Employment Centre or for the duration of an international technical assistance project or other work. Entry and departure of foreigners and stateless persons from Ukraine in such cases can be performed with a passport document and a temporary residence permit.

Residence permit is issued for the period of 1 year and can be renewed.

  5. Document of title for housing where a foreigner or a stateless person has the right for residence permit, application of a foreigner or a stateless person on residence permit considered by the territorial division of the State Migration Service of Ukraine
  6. Copy of an executive document on appointment of an employee responsible for receiving and processing the documents from foreigners or stateless persons asking for the right of residence in Ukraine
  7. Photocopy of passport of the representative of the host side certified with the signature of the owner
  8. Notarized work permit

Permanent Residence Permit

Foreigners and stateless persons arriving in Ukraine (or remaining in Ukraine) for their permanent residence shall be allowed to immigrate under the Law of Ukraine.

Immigration Permit shall be given within the immigration quota

The immigration quota according to the categories:
  1. Scientists and cultural workers whose immigration meets the interests of Ukraine
  2. Highly qualified specialists and workers, the urgent requirement of whom is notable for the economy of Ukraine
  3. Persons who made foreign investment in the economy of Ukraine in foreign convertible currency amounting to not less than one hundred thousand dollars
  4. Individuals being a brother or sister, a grandfather or grandmother, or a grandchild of citizens of Ukraine
  5. Former citizens of Ukraine
  6. arents, husband (wife) of an immigrant and their minor children
  7. Persons who lived for permanent in Ukraine within three years from the date of obtaining the refugee status or asylum in Ukraine, and their parents, husbands (wives) and minor children residing with them

Immigration permit out of the immigration quota is granted:

  1. One spouse if another spouse with whom he/she has been married for over two years is a citizen of Ukraine, children and parents of citizens of Ukraine
  2. Persons who are guardians or trustees of citizens of Ukraine, or under guardianship of citizens of Ukraine
  3. Persons who are eligible for citizenship of Ukraine by territorial origin
  4. Persons whose immigration is a matter of the state interest for Ukraine
  5. Foreign Ukrainians, spouses of Foreign Ukrainians and their children if they enter and stay in Ukraine together

  1. Printed application of the foreign citizen with full biographical data (in Ukrainian)
